Exporting text URLs

When I use export-url to define a text-directory, the various browsers
I have (netscape) don't recognize the individual files in that
directory as plain text to be displayed within netscape, but pop up a
file saving dialog or request to identify the external application to
launch.  The mime type of the files, as reported by netscape, is
text/plain, but still it doesn't want to display the text within the
browser....  

ANy clues?
