Yes. You could run TCP/IP over a local network and connect to that network via
your own modems.  People would call your modem and run TCP/IP (e.g. using PPP or
SLIP) or another protocol through which TCP/IP and HTTP can tunnel (e.g., Appletalk).

If you plan to send images over the phone lines, you want fast modems on both ends.
