This version fixes a bug associated with MCL 3.1 PPC.
It is only relevant for PPC Beta Testers.

It uses ccl:*default-Character-type* to determine whether to use
'base-character or
'character.

The value of http::*standard-character-type* should be updated similarly if
you are running
