Anchors and JavaScript events

How can I add a JavaScript event to an anchor? I was looking for a 
keyword parameter to nore-anchor/with-anchor-noted, but there was 
none.
  Is there a way to achieve including some onmouseover event in an 
anchor with the functionality included in cl-http or will I have to 
create the anchor by myself?
