6. Eliminate all statutory rules on detailing employees to temporary
assignments.(26)

By fall 1994, the director of OPM should forward draft legislation to
Congress to repeal the statutory time limitation on details of
employees. Within 30 days of enactment of the legislation, OPM should
issue appropriate guidelines for implementation. The 120-day limitation
on details will be removed, and agencies will have the authority to
determine the appropriate duration of a temporary assignment.
