2. Promote an agency corporate executive level succession planning
model.

OPM, in consultation and coordination with agencies, should promote a
corporate succession planning model for agencies to use in identifying,
selecting, and developing their senior executive staffing resources.
These efforts should be linked to each agency's strategic plans and
budget, support their unique and specific needs, and incorporate such
objectives as broadening the agency's skill mix and improving the
diversity of the agency's SES membership.
