Implement an integrated governmentwide one-stop electronic bulletin
board system.

The Customer Service Improvement Team should develop an integrated
one-stop electronic BBS by upgrading NTIS' FedWorld.  A preliminary
implementation plan should be developed by November 1994. This system
should enable customer access, from a personal computer, to government
information, services, and databases via easy-to-use interfaces. The
upgraded FedWorld should not only be a locator service to federal
information, but be capable of "closing the deal" and providing the
information.  Customers must be able to retrieve information from the
databases, order copies of reports, and connect, via links, to other
government information and services providers.
