Issue a government-wide e-mail records management policy. (1)

In consultation with OMB, agencies, and the National Archives and
Records Administration (NARA) should issue a governmentwide e-mail
records management policy by April 1994. Some issues that NARA should
consider in revising its policy should include records management,
privacy, security, and permissible use.
