4. Promote collegial assistance for IT. (1) Each agency head should develop a mechanism for identifying individuals with varying levels of IT expertise who wish to participate as on-line pals. The existing Federal Information Resources Management Policy Council (FIRMPoC) should be responsible for coordinating the governmentwide collegial assistance program.[7] This program should be developed by December 1994.
