NASA's Achievement Through Team Excellence Program

NASA's Johnson Space Center formally adopted Total Quality Management
(TQM) in 1991, led by a senior management team and a Total Quality
Steering Committee.  This effort built upon NASA's earlier continuous
improvement effort entitled, Achievemtn Through Team Excellence, which
inclued strategic planning to establish Center goals and culture surveys
to better understand and improve the work environment.  A broad training
program in TQM training concepts and principles was also established.
Furthermore, More than 150 teams have been active in identifying and
implementing continuous improvements.  Based on these activities,
NASA's Johnson Space Center expects annual savings to reach $98 million
by FY 1996.  Improvements in administrative and support areas include a
44% improvement in maintenance response
