5. Conduct periodic performance reviews to provide ongoing improvement
and renewal in the executive branch. (2)

The President should ensure periodic performance reviews of the
executive branch are conducted, new government reinvention and
reengineering opportunities are identified, and ongoing government
improvements are provided.
