Identify a steering group for the Federal Acquisition Institute's
research.

By February 1994, the Director, Office of Management and Budget, should
identify a steering group to oversee and set strategy for FAI research.
The steering group should reflect the views of government acquisition
organizations, academia, and industry.  Identify a steering group for
the Federal Acquisition Institute's research.
