Establish a single electronic bulletin board capability to provide access to information on contracting opportunities. By July 1995, the President's Management Council, in coordination with the Office of Federal Procurement Policy of OMB and in consultation with the Administrator, General Services Administration, the Secretary of Defense, and the Secretary of Commerce, should establish an electronic bulletin board capability to be used by all agencies to post purchase opportunities in excess of $25,000. This electronic bulletin board capacity shall be implemented through the governmentwide electronic commerce federal acquisition system.10 This will enable the entire business community, and especially small businesses, to access information pending full implementation of electronic commerce.
