Amend the executive order on convict labor.

Within 30 days of repeal of the WalshHealey Public Contracts Act, the
President should amend Executive Order 11755 to incorporate the convict
labor provisions of the WalshHealey Public Contracts Act. This will
provide for the continued option for agencies to procure goods from the
Federal Prison Industries, as well as goods made by federal and state
prisoners, inside or outside of prison.
