Establish a uniform standard of review for all protest forums by
changing the standard of review at the GSBCA to conform to that used in
the courts.

The Federal Property and Administrative Services Act should be amended
to change the standard of review at the GSBCA to mirror the judicial
standardspecifically, "was there a rational basis for the government
action?"9
