Establish a single forum within the judicial branch to consider
protests.

Legislation should be enacted to establish the Court of Federal Claims
as the sole court with jurisdiction over bid protests filed in the
judicial forums. The Court should retain the remedy scheme contained in
the Equal Access to Justice Act.
