Repeal statutory limitations on subcontracting and substitute regulatory
limitations to provide greater flexibility.

The Small Business Act should be amended to repeal the limitations on
subcontracting. Such limitations should be addressed by the
Administrator, Small Business Administration, through regulations
governing the small business status of offerors. Small business status
should require a contractor to perform a significant proportion of the
work and have management control over performance. A firm's status as a
small business would be subject to selfcertification, protest, and
appeal procedures in size determinations by SBA.
