Eliminate requirements and alternatives analyses for commodity IT acquisitions. By December 1994, the Administrator, GSA, should, on an interim basis, authorize a waiver from the Federal Information Resources Management Regulation provisions on requirements and alternatives analyses for individual competitive acquisitions of commodity IT resources valued under $500,000 for products and $2.5 million for services over the life of the contract. This change recognizes that risk and complexity are greatly reduced in these smaller IT acquisitions and this additional paperwork and compliance with current regulations is unnecessary.
