Allow federal agencies to enter into agreements to share state and local
government supply sources.

Federal agencies should be authorized to enter into agreements to allow
the federal government to use contracts awarded by state or local
governments when it is costeffective to do so. Such agreements should
ensure federal social and economic policy goals are properly considered.
