Issue a guide on the use of "best practices" source selection
techniques.

By April 1995, the Director, OMB, should identify agencies with
successful programs for the use of the greatest value approach and, with
their and the FAR Council's help, develop a best practices guide or
series of guides on the elements of best value, such as past
performance, price/technical tradeoffs, evaluation of key personnel, and
cost realism. These guides should share the lessons learned by the
agencies with procurement personnel throughout the government.
