Two-Phase Selection Process for Certain Contracts

Authorize the use of a twophase selection process for certain types of
contracts.

The Federal Property and Administrative Services Act and the Armed
Services Act should be amended to authorize the use of a twophase
selection process for the evaluation and award of contracts when a
substantial amount of project design work must be accomplished before
offerors can develop a price proposal, or in other complex projects
where the cost of preparing and submitting a proposal is significant.1
The process would provide for the submission of statements of
qualifications, performance data, and limited technical proposals in the
first phase. Based on evaluation of these submissions, the government
would invite up to five offerors to submit detailed technical proposals
and price proposals. No more than five offerors would be selected, based
on an evaluation of the qualification statements and limited technical
proposals against selection criteria/factors specified in the
solicitation. In the second phase, the government would evaluate the
detailed technical and price proposals and conduct discussions, as
necessary, prior to the final selection of the offeror.
