Contracts for Multi-Year Severable Services

Allow contracts for severable services to cross fiscal years.

The Federal Property and Administrative Services Act should be amended
to authorize civilian agencies that use annual appropriations to enter
into contracts for severable services with a period of performance that
crosses fiscal years so long as the term does not exceed one year unless
the contract is a multiyear contract specifically authorized by statute.
This legislation would allow federal agencies to reduce their
administrative costs by eliminating the need for "availability of funds"
clauses.
