Repeal the requirement for commercial pricing certificates and authorize
contract awards without discussions.

The Federal Property and Administrative Services Act should be amended
to repeal the requirement for certificates of commercial pricing.8 The
amendments should include a provision authorizing the award of a
contract without discussions with offerors when the solicitation states
that award may be made without discussions unless discussions are
determined to be necessary.  These changes will ensure a common approach
throughout the entire federal government, which will accordingly benefit
industry and government alike.
