Authorize civilian agencies to use cooperative agreements for advanced
research projects.

Civilian agencies should be provided with statutory authority to enter
into cooperative agreements for advanced research projects comparable to
that currently available to the Department o8. 41 U.S.C. 253a(b)(B).
