Establish indefinite delivery contracts for energy retrofit services.

By October 1994, the Administrator, GSA, should establish indefinite
delivery contracts, similar to those currently used by the Navy, for
energy retrofit services that would allow user agencies to order certain
services, such as replacement of small motors, retrofitting of lighting
fixtures, etc.
