4. Reward innovative regulators. (1)

The heads of regulatory agencies should ensure that achievements by
federal officials in performing regulatory functions are rewarded,
through performance appraisals, bonus systems, and awards.  Performance
appraisals and bonus systems within agencies should recognize
achievements in innovative, consensus-based, and effective regulation.
