6. Reengineer agency financial processes to make them fully electronic
and reduce the paperwork burden. (1)

Agency heads should review their financial processes toward this end.
Their review, reinforced in revised OMB Circular A-127, should be
included in the agency 5-year plans submitted to OMB by September 1994.
