5. Consider revisions to budget scoring. 

The President's Management Council should lead a review of the impact of
current budget scoring rules to make sure that they accomplish their
goal of acquiring fixed assets at the lowest possible cost to the
taxpayer. The review team should consult with the legislative as well as
the executive branch. Results of the review, with any recommended
legislative changes or changes to OMB guidance, should be recommended to
OMB by November 1994.
