4. Establish Regional Ecosystem Management Teams for each of the cross
agency ecosystem management projects.

By April 1994, the Interagency Ecosystem Management Task Force should
establish cross-agency Ecosystem Management Teams composed of a
multi-disciplinary regional staff to develop initial ecosystem
management plans and cross-agency budgets for each ecosystem.
