4. Establish a clearinghouse of financial systems applications,
cross-servicing, and best practices.

JFMIP should build on its already clearly established role as a
clearinghouse to share and disseminate good financial management
techniques and technologies to include a special emphasis on financial
systems. This clearinghouse should be available to agencies by September
1994 as a source of information to support their shifts toward modern
financial systems.
