To keep investment project estimates realistic, the originating organization must accept a level of risk. By accepting risk, the group or committee that has to select the best projects will not have to deal with unrealistic figures. Once a project is funded, an agreed upon portion of the savingsshould be used to reduce outyear budgets and a portion distributed to promote involvement. Then the organization receiving the funding will not have to track exact results, since they will have to live with the results.
