I agree that each organization should be given some flexible Working Capital Funds but these funds should be a very small portion of the overall budget. Congrssional oversight of flexible WCFs should me mandatory, but after the fact. If Congress accepts this leap of faith organizations would be empowered yet held accountable for results.
