Competitive Recruitment Process Streamlined

The efficient staffing of positions directly impacts the ability of the
Labor Department's Employment and Training (ETA) Administration to meets
it mission requirements.  95% of ETA's positions are staffed through
competitive processes which require numerous steps.  These steps have
been considered unnecessarily detailed and lengthy, negatively impacting
ETA's performance.  Personnel services for the agency are provided by
the Office of Human Resources (OHR).  Working together as a unified
team, OHR and ETA reviewed the two major recruitment methods used to
hire new and existing employees.  The goal of the team was to shorten
the time it takes to fill competitive vacancies.  As a result of this
effort, several processes were modified, including (1) delegation of
"front-end flexibility" to managers when announcing vacancies; and (2)
establishment of a "one-time quals" system to more efficiently review
applicant job qualifications.  As a result of this effort, the time
needed to fill a vacancy has been reduced by over 35%.
