Amend FAR to Facilitate Electronic Commerce

Amend the Federal Acquisition Regulation to facilitate electronic
commerce.

By May 1994, the Federal Acquisition Regulatory Council should revise
the Federal Acquisition Regulation to support full implementation of EDI
and EC by the federal acquisition community.
