Regulations and Reports Streamlined

The Department of Labor's Office of the Assistant Secretary for
Administration and Management (OASAM) initiated a process last year to
reduce internal agency regulations and reporting requirements. OASAM
reviewed all agency regulation handbooks and reports to identify overlap
and redundancy -- most rules and reports were found to be unnecessary
and duplicative or conflicting with other agency requirements. OASAM
developed a plan to reduce rules and reports by over 50% within 3 years.
OASAM also reviewed over 100 Secretary's Orders to determine which could
be cancelled. Agency personnel were also surveyed to identify reduction
opportunities. To date (July 1994), 15 of the agency's 22 regulation
handbooks have been eliminated or consolidated for a net reduction of
68%. 37 of 100 Secretary Orders have been cancelled. Finally, 57% of
OASAM's own reports required from all DOL agencies have been eliminated.
