* Intramural Soccer Referees * 23 Reasons to Blow your Whistle *'d are reasons you should blow your whistle regardless. (For un-*'d points, only blow the whistle if there is some doubt/confusion.) * 1. Begin the Game. (Ball must go forward before it goes back.) Check with goalie of team not kicking off before starting. * 2. End of 1st half. (30 minutes running each half.) * 3. Start of 2nd half. (Start 2nd half early if behind schedule; halftime 5 minutes max.) * 4. End of Game. (Timing is NOT precise clock time. Stop the half within a minute or so of the actual time, but not during a scoring opportunity, a corner kick or offensive free kick.) 5. Rekick or Rethrow. (Bad game start, or throw never goes in; 1 retry, then ball goes to other team.) 6. Throw-in. (Indirect. Bad throw-in turns over ball to other team. Both hands release over head, both feet on ground.) 7. Goal Kick. (For all side outs, end outs, & goals: Ball must 8. Corner Kick. completely cross line before it is out or a goal) * 9. Restart after substitutions. (Substitute only on end-line out of bounds [including goals]. Hold up hand while subbing. Whistle to restart.) 10. Drop Ball. (Rarely necessary. Use if you stop play for an injury and no team has clear possession [otherwise, give possessing team a throw-in]. Don't call drop ball if ball goes out of play and you don't know which team it's for. Pick one...favor the defense when in doubt.) *11. Injury. (Wait for neutral ball to whistle; whistle again to restart. If the injury looks serious stop play immediately. Teams can sub on an injury.) Direct Kicks: 12. Hand ball. (If the hand ball is unintentional AND does not give an advantage to the team that used hands, don't call it.) 13. Kicking or Tripping. (If could injure, direct kick.) 14. Holding or Grabbing. 15. Pushing or Charging. These are all judgement calls. Don't let the game get out of hand. If any one player is playing rough, warn them once, then if they continue, kick them out of the game. If anyone does anything maliciously trying to hurt another player (i.e., not playing the ball), kick them out immediately. It is legal to use your shoulder pushing other players as long as the ball is being played. Any pushing with hands should be a foul, though. 16. Fighting. (Eject players, no replacement, play 10 on 10. Includes spitting on opponents.) ------------------------------- Indirect Kicks: 17. Offside. (Even with defender when kicked --> offsides. Ball must be played towards offside player. No offsides on throw in.) A player is in an offside position if: o The player is in the opponent's side of the field o The player is past the ball o There are less than 2 defenders between player and the goal (one of the defenders can be the goalkeeper) Call offside if there is a pass made to a player in an offside position at the time the pass is made. Also, call offside if a player in an offside position "influences play" significantly. Note, it is not offside to receive a pass behind the last defender as long as you were in front of the defender before the pass was struck. 18. Obstruction. (When not playing ball.) 19. Goal keeper violation: (Don't worry about these unless really bad.) o GK takes >4 steps holding, bouncing, throwing. o GK uses hands after receiving deliberate kicked pass from own team. o Player charges goalkeeper who has possession. 20. Jumping in. (Jumping sideways into player to head ball. But GK may jump.) 21. Dangerous play. o High kicking --- kicking above your waist near other players o Playing on the ground --- trying to kick ball when you're on the ground 22. Unsportsmanlike conduct. (Swearing, questioning calls. Don't take any abuse from anyone. Only the captains are allowed to talk to the ref.) 23. Other Kicks Goal Kick: - Defenders must be outside of penalty area. (defenders = non-kicking team) - Ball must be placed inside goal box on either side - Ball is in play upon leaving penalty area. If the ball is touched by any player before leaving the penalty area, retake the goalkick. All other Kicks: - Defenders must be 10 yards away. - in play after traveling circumference. Indirect Kick: - may NOT score without first touching another player (on either team). (hold hand up until ball is touched by another player) Direct Kick: - May score without touching anyone. - If called in penalty area --> Penalty Kick from penalty stripe. Penalty Kick: (from penalty stripe -- this is 12 yards from the goal) - Goalie stands on goal line, may not move until ball is struck. - All other players must be outside penalty area. - Kick must be made in one smooth motion. (No faking.)
