This is lisp; there is no limit.

However, there are better ways to transfer data that stuffing it into a
query URL.  This is what the post method is for.

Recent proposals, such as file-upload, that are being incorporated into
HTTP 1.1 clients and servers allow non-textual data to be submitted via post.

The HTTP PUT method would be another way to get a large block of data to a
server
for processing.

At any rate, you can procure this server rather cheaply; FTP it.
