Recommendation for HTML Book/Manual?

Could anyone recommend an HTML book or manual that would best give me the
background needed to do cl-http programming? I imagine that it would have
to be recent enough to have the HTML v3 constructs, and go into a lot of
technical detail about HTML and HTTP.
