Hi!

I would like to create a reference, which is "local" relative to a document
in another frame. That is, I cannot use the ":local-reference" keyword for
I need to address the whole url and a target.
But using the ":reference" keyword, it is not possible to make cl-http
create a "#"-Tag for the browser to look up the mark in the destination
document - I will always get "%23" instead.

Any ideas how to solve this problem?
